1.The Library Copyright Alliance (LCA) strongly supports the statement made on December 15, 2009, by Justin Hughes, head of the US delegation at the session of the World Intellectual Property Organization (WIPO) Standing Committee on Copyright and Related Rights (SCCR) in Geneva, Switzerland. Hughes expressed support for library-endorsed international copyright policies during his speech on copyright exceptions and limitations for persons with print disabilities.

2.The mandate of the Initiative for Equitable Library Access (IELA) is to create the conditions for sustainable and equitable library access for Canadians with print disabilities. Library and Archives Canada has been asked to develop and cost a strategy for implementing nation-wide partnerships, activities and services to meet the long-term library and information access needs of Canadians with print disabilities.

3.Print disabilities prevent people from reading standard print. They can be due to a visual, perceptual or physical disability which may be the result of vision impairment, a learning disability or a disability that prevents the physical holding of a book. Canadians with print disabilities require publications in multiple formats, such as braille, audio, large print and electronic text. They may also require assistive technology to meet their information needs.
印刷本阅读障碍人士是指由于视觉、知觉等方面的身体残疾，如盲人、重度弱视者、无法拿握或操控书本者等，而导致无法阅读标准印刷本的人。这些具印刷本阅读障碍的加拿大人十分需要多种格式的出版物，如盲文、有声读物、大字体印刷本及电子文本。此外，他们也有可能要借助别的辅助技术来满足自己的信息需求。

4.More than three million Canadians (10%) have a print disability and require information in multiple formats. However, less than 5% of published Canadian material is available in multiple formats.
目前加拿大有10%，也即300多万人具印刷本阅读障碍，他们需要通过多种格式来获取信息。但是，加拿大出版的资料中却只有不到5%的是采用多种格式。
