摘要： 党的二十大报告提出了实施城市更新行动战略,对既有建筑装修改造成为城市建设更新的重要特征之一。文章结合昆山市具体实际,阐述了依托投资建设“一网通办”平台开展房屋结构改造安全行政许可、房屋结构改造竣工图查询业务的功能设计,通过整合“一网通办”基础支撑能力,充分发挥电子签名、电子印章和电子证照等功能,实现了数据共享和业务协同,开通了全流程网办服务,降低了办事成本,群众办事“零跑动”,为城市更新和数字政府建设高质量发展打开新空间。

Abstract: Urban renewal is an important strategy proposed in the report of the 20th national congress of the communist party of China.Renovation and reconstruction of existing buildings become significant feature in urban renewal.Based on the actual situation in Kunshan, this paper introduces the design of service function for two items: administrative license for safety of building structure renovation and building as-built drawing query on the investment and construction service online platform.By combination basic support capabilities such as electrical signature, electronic seal and electronic certificate,functions including data sharing,business collaboration and full process online service are achieved which make people more easily in government service and open the new space for the reform of urban renewal and digital government.
