新型农牧区合作医疗面临的问题与对策研究--以新疆呼图壁县“新农合”运行状况为例

Study on New Rural Cooperative Medical Scheme Problems and Countermeasures:Taking Operational Status of New Rural Cooperative Medical System in Hutubi County as an Example

摘要： 为了解近3年呼图壁县新型农牧区合作医疗运行情况，探究所面临的问题及可持续发展对策，文章收集呼图壁县2012-2014年新农合运行报表数据，应用Excel进行数据录入及处理，对参合情况、基金筹集、住院补偿资金流向、人员受益等指标进行比较分析。结果显示：呼图壁县自2005年启动新型农牧区合作医疗试点工作，近3年以来，全县新农合参合率、各级医疗机构的住院实际补偿比、次均住院费用、受益率总体呈上升趋势，但还存在住院人次增长过快、住院病人、基金流向分布不合理等问题。本县新农合运行状况良好，建议进一步完善农村卫生服务体系并加强监管，合理配置卫生资源，促进住院病人及基金的合理分流，保障基金的合理有效利用。

Abstract: In order to understand Hutubi county new rural cooperative medical scheme operation status nearly three years,explore the problems and countermeasures for the sustainable development,the paper collects the Hutubi county new rural cooperative medical scheme report data in 2012-2014 ,logs and processes data via Excel ,compares and analyzes ginseng, fund raising,the length of compensation funds flow,staff benefit indicators. The results show that Hutubi county started the new rural cooperative medical scheme care pilot work from 2005 for nearly three years,the county new farming and service rate, the medical institutions at all levels of hospital actual compensation ratio, times of hospitalization cost, the benefit rate is on the rise as a whole,but also exist some problems: in hospital from growing too fast, hospital patients and fund flow distribution is not reasonable. The county new rural cooperative medical scheme operation is in good condition ,it should further perfect the rural health service system, strengthen supervision,resonably guarantee allocate health resources,promote the progress of hospitalized patients and fund distribution,reasonable and effective utilization of security funds.
