摘要： 文章从劳动力、产业发展与收入、城镇化与制度4个方面剖析了问题产生的成因，提出了促进江苏省淮安市城镇化进程中农村劳动力有效转移的对策及措施。

Abstract: The study analyzes the reasons resulting in the issues from four aspects: labor, industrial development and incomes, urbanization, and institutions. It provides some policies and measures for promoting the effective transformation of labor in the process of urbanization in Huaian city, Jiangsu Province.
