产业技术创新发展对策探讨--以江苏南通市为例

摘要： 从产业技术创新体系、产业技术创新成果、创新载体建设、科技金融服务、产业人才队伍、知识产权战略6个维度深入分析江苏南通市“十二五”期间产业技术创新的发展成效，探究目前南通产业技术创新发展的不足，产业技术创新资源相对缺乏，企业技术创新能力有待提高，适应产业技术创新的体制机制尚不健全。文章研究并提出了“十三五”加快南通产业技术创新发展的建议，包括加快产业技术突破、发展产业新模式新业态、深化产学研协同创新、建设高层次人才队伍、加强知识产权保护和运用能力、优化产业技术创新环境和加大创新载体平台建设力度等七大发展建议。

Abstract: This paper analyzes the development effectiveness and the existing problems in the development of Nantong industrial technology innovation during the Twelfth Five-year Plan Period. The paper also puts forward some further developing proposals for speeding up the development of Nantong industrial technology innovation in the next five-year period as follows: speeding up the industrial technological breakthroughs, developing industrial new formats and new models, deepening industry-university-institute collaborative innovation, constructing high-level talent team, increasing the capacity for intellectual property protection and utilization, optimizing industrial technological innovation environment and strengthening construction of innovation carriers.
