摘要： 在全球地缘政治、供应链重构和技术迭代的背景下,东南亚正成为半导体产业新的增长极。作为中国半导体产业的重要基地,江苏省企业面临挑战与机遇并存的局面。文章系统分析了东南亚半导体产业现状、企业出海概况及面临的问题,进而提出了江苏助力半导体产业出海的具体举措,从培育新质生产力、加强国际合作、加强金融支持和风险控制、人才培养等方面为江苏半导体企业在全球化竞争中把握机遇、实现跨越式发展提供了全面的战略思路。

Abstract: Against the backdrop of global geopolitical shifts, supply chain restructuring, and technological iterations, Southeast Asia is emerging as a new growth hub for the semiconductor industry. As a key base for China's semiconductor sector, Jiangsu province faces both challenges and opportunities. This article systematically analyzes the current state of the Southeast Asian semiconductor industry, the landscape of Chinese enterprises expanding overseas, and the challenges they encounter. It then proposes specific measures to support Jiangsu's semiconductor industry in its global expansion. From fostering new quality productivity forces to strengthening international cooperation, from financial support to risk management, and talent cultivation, the article provides a comprehensive strategic framework for Jiangsu's semiconductor enterprises to seize opportunities and achieve leapfrog development in global competition.
