摘要: “十一五”以来,江苏坚持把引进人才作为提升人才竞争力的最便捷、最有效途径,积极打造创新平台,优化发展环境,使高层次人才在江苏创业有机会、干事有舞台、发展有空间,确保高层次人才“引得来、留得住、用得好”。文章以江苏省“双创计划”为研究对象,从基本做法、主要成效以及工作体会3个方面对江苏省“双创计划”实施情况进行实证分析,从而为各地引才工作提供借鉴。

Abstract: Since the “Eleventh Five Year Plan”, Jiangsu adheres to the introduction of talent as the most convenient and effective way to enhance the competitiveness of talents, actively build a platform for innovation, optimize the development environment, provides more entrepreneurial opportunities, director-general stage, development space for the high level personnel in Jiangsu, to ensure the high level talents“attracted, stay, good use”. This paper takes the Jiangsu province “Double Plan”as the research object to carry out empirical analysis of Jiangsu, province “Double Plan” implementation, from the three aspects of the basic approach, main achievements and experience, so as to provide reference for the cited work around.
