摘要：

公众参与行政执法是依法治国的必然要求,有利于构建行政机关的权力监督机制和发展基层民主。文章认为应该从提高公众的参与热情和能力、创新公众参与方式、在立法中确立惩戒条款3个方面着手解决实践中存在的诸多问题。

Abstract:

Public participation in administrative law enforcement is the inevitable requirement of the rule of law, which is conducive to the construction of the power supervision mechanism of administrative organs and the development of democracy at the grassroots level. However, there are many problems in practice, which should be solved from three aspects: improving the enthusiasm and ability of public participation, innovating the way of public participation and establishing disciplinary provisions in legislation.
